Minimum is 8 people to qualify as a guild run. However, the actual number now is 80% of the member of the raid, so as you go over 10 you may need to adjust how many guild members to pugs are in the run if you want to retain guild credit.
Easiest way to know is to look at the banner around the edge of your mini map when in a raid group--it will appear as a guild banner if you have enough to get guild credit.

Not sure what the minimum number of people from the guild are required but I just did it with 10, could be 8 I guess, but it's always best to play it safe.
I can confirm that at least 5 players is not enough. We had 5man party, all in same guild, when we killed Rukhmar. There were no other players near us.
