Charlga is clearly not a Dwarf, but Blizz decided to not put any Fossil scepters (they would be too ancient for a certain individual holding it to be known I suppose) and so had to choose to put one of another species into a different archaeology category. Just so happens Charlga is cool. The Nathrezim, also clearly not being Draenei have been in war with one another for the past few millennia, therefore being able to "leave" a few artifacts across Draenei lands.
I can't even BEGIN to imagine how long it would take to get this achievement if the [item=64883] was one of the required scepters...
*shudders*
