For the record, as of patch 10.1.7 there are 426 cooking recipes in the game (425 if you don't count thistle tea, which is only practically possible to learn on a rogue). So with this lowered to 400 it is certainly possible.

Can anyone confirm how do the rank 2 and 3 recipes (Legion and BfA) count? I have encountered a bug when learning a higher rank, it counts for the respective achievement, but as soon as I relog, the counter removes the higher ranks. Is it possible to complete the 400 recipes just with rank 1?

I have reached out via a ticket, but only received a generic reply:

I have looked over your account again, however we currently do not know of any bugs with the mechanic.
It is advised that you create a bug report for the developer since you can help them gather examples.

As of the time of writing this comment this achievement - which requires you to learn 450 cooking recipes - is impossible to complete. There are approx 430 recipes in the game. I will mark this as out of date if changed or more are added.

Edit: on PTR this was changed to 400 recipes required, which is much more reasonable. This comment is now out of date.
