I have just completed the "Taming Azeroth" achievment and have the Tamer title. You do not need a character on each realm (i thought the same also and was prepared to faction change an alt) you get the quest credit even though there are still 6 ally/horde tamers grayed out in the achievment tracker.

I was really disappointed to find that i could pretty much just breeze through everything using the Pandaren Monk pet off the blizz store. I defeated the final Grand master in pandaria using just the panda.....
