If you're here like me scouring every nook to try and figure out how the hell to get Kiku the turtle to give you the option to do the last stage of the Ny'alotha raid (Waking Dream) to defeat N'zoth, it seems you just have to have the legendary cloak from that questline in your inventory ...don't need to equip it, just have it on you (bank doesn't count) and then the option will be there.
Not sure what you're supposed to do if you deleted the cloak years ago... but hopefully you're like me and keep legendary items as bank clutter
