Seems the portal in Boralus is now only visible if your character is level 30. My max level toon can no longer see the portal. I flew to Silithus and I was back in time (I didn't change this.) to before the giant sword. Spoke to Zidormi and was able to fly to the Chamber of the Heart in Magni's Encampment. Took the portal back to Boralus and the portal to Silithus was there. Don't know if this was a glitch, but make sure you're in the correct timeline with Zidormi.
