This achievement is much easier now since the reputation is warband.
Best strategy I've found is to kill the world boss in Zerith Mortis on all your characters, each one gives 500 rep.
World quests in Zerith Mortis are also repeatable on each character, 125 rep per world quest.

Not that hard. Today dinged it after WB kill. Now I'm 2k+ with Paragon. Contract: Enlightened Brokers really helps.
Quite the grind. Be sure to use the Darkmoon rep buff as much as possible when turning in the weekly fill-the-bar quest, and when killing the worldboss.
