The location 'The Seat of Knowledge' for all hand-ins to [npc=61962] is above the [zone=6182] in the Vale of Eternal Blossoms and can only be accessed with flying.
The achievement The Seat of Knowledge requires you to have completed one of each of all the 'Pristine' artifacts for both the Mogu and Pandaren races. These must be restored and displayed (therefore the quest must be handed in) at 'The Seat of Knowledge' where you will find [npc=61962] and [faction=1345] in the Vale of Eternal Blossoms. There are ten to complete for each race, giving a total of twenty.
It's also worth noting that while you can accept these 'Pristine' quests at level 85 (as soon as you get the quest item), you physically cannot reach 'The Seat of Knowledge' itself until you're 90 or unless you get a level 90 friend with a two-person flying mount to taxi you up there. You'll already know this, if you've managed to leg it into the zone (like me) and stood mere inches away from the hand in, with no ability to actually get to it. Lock summons can also do the trick here (this is also the part where we lament the good old days of mass summoning). Otherwise, be patient and wait till you're big and bad enough to do it yourself! It has been mentioned that there is also a means to get there by talking to Mishi the red serpent at the Shrine of Seven Stars, and apparently this can be done prior to level 90, though just as many mentions have been made regarding Mishi not giving toons a ride.

This achievement awards the title <Name>, Seeker of Knowledge despite no part of the achievement saying so.
Just to give people an idea on how much time this achievement requires, it took me 390 Pandaren solves plus 441 Mogu solves to get the last pristine item, for a grand total of 831 solves. Looking at the bright side, you can complete the old archeology artifacts by exchanging the restored MOP artifacts with Brann at the Seat of Knowledge.
