I ran into a very specific problem with the achievement but il leave it here incase anyone has the same sort of issue.
you need all the prerequisites to be able to start this questline:
- zandalari rep (exalted)
- spirits be with you (achievement)
- War campaign 8.0/8.1 (Ready for War and Tides of Vengeance)
- zandalar forever scenario/achievement
Now my specific issue was that i did all of this but not on the same character making the starter quest for this not show up at all.
so please if you have the same issue and you cant find the starter quest make sure its all done on one characterhope it helps cheers^^

Blizzard MUST remove the exalted requirement, this is ridiculous.
