No one mentioned where this quest is, so here's where I found it.
On the map, go to where the Fyrrak Assault is happening. It should look like a giant silver dragon head with a red outline. Once you get there, you should see someone with the "Suffusion Camp" quest. For me, the Fyrrak assault was happening in the Ohn'ahran Plains and the quest giver looked like a giant green dragon.
