Hay Covered Chest: [npc=130350] rare is located in Tiragarde Sound The Placid Spring on Kul Tiras isle.
For Alliance you can find him on the hill left from Southwind Station Ferry point from map's perspective. For the Horde left from Timberfell Outpost cross the small bridge and run straight, you'll reach a hill with a small spring. Rare is patrolling around the spring.
When you click on [npc=130350] you'll get a 40 seconds time in which you have to ride him to [npc=131453] following Old Drust Road to Southwind Station, he is standing near the bridge house. [npc=131453] will drop a Hay Covered Chest

This took me a long time to figure out. There is a damp scroll inside the cave, about 10 feet away from the Ominous Altar. It's on the ground next to a skeleton.
