Grayal's Last Offering was fixed 22.08.2018 and now available for both factions Before the fix I was able to unlock Grayal's Last Offering treasure only with my horde character.

Spoiler

There is also lots of Treasure Chest all over the area. They are not personal, so be fast to collect or someone else will do it. But don't worry too much they usually have a short respawn time and can spawn in random places in subzones. Same chest with same id can have 3-5 different spawn locations.

Alliance looking to obtain "Grayal's Last Offering" are unable to due to phasing via Horde questing. You can however use Lounge Cushion Toys to bypass the door but the treasure doesn't appear.
