It seems that in order to unblock the chain of quests that gives access to the third part Turning the Tide you must complete Down but not out
Once you get the 3000 points the quest line continues.

Finishing entire Nazjatar's questline also unlocks new flight master at The Tidal's Conflux for both Horde and the Alliance ([npc=154738] and [npc=154737] respectively).
It's the wrong quest here in Wowhead. The quest it currently points to appears to be a BC quest that's not related to the Nazjatar storyline. It just happens to share the same name. It's possible the Turning the Tide quest isn't unlocked yet.
