To get this/this you will have to do Toxic Tolerance, which unlocks Venomhide Eggs and its followup They Grow Up So Fast which you get from Mor'vek who i imagine will be put (back) into the game.

An unusual point about this, I transferred an Alliance character over to Horde who had a Winterspring Frostsaber (including the Feat of Strength for it). Upon transferring, I indeed had this mount in my spellbook, but no achievement for it. I see that the criteria on this page says "Requires 2 out of 3" so since my character has never technically done the quest (or had the actual whistle item) that may be why.
I've submitted a bug report about it. Hopefully Blizzard will fix it!
This mount has now been activated in game with the arrival of patch 3.2! =D The NPC/trainer is available at the bottom of the ramp that leads into Un'Goro Crater from Tanaris.
