Managed to complete the entire questline in the prepatch.
If the last quest in line for the first part of the achievement ( Off to Tazavesh ) doesn't show up, simply relog on the spot and Arator will offer it upon relogging.
Everything else works properly after that.Upon completing the entire chain quest, you are also rewarded with Ready for Midnight. So you get two achievements and a title "Azeroth's Vanguard."

I can verify this quest is still available in Midnight Early Access - just completed it.
Decided to wait until the prepatch to do this quest but I'm not seeing it in the spot I always see it. It's in the Adventure Guide but the Guide is currently bugged so no quests within the Suggested Content can be accepted
