Right now I can't see a pet level requirement, so I got this when I was killing level 1 bunnies with my level 4 pets.

Note that as of 5.0.4, this is actually "win 25 consecutive pet battles without the death of any of your pets." My counter was reset when I lost one of the pets on my team, even though I won the battle.
Definitely bugged. Counter at zero despite several wins. Then got the achievement.
