It seems to be bugged for anyone who was online when the event completed. We have the achievement but it never triggered completing the hidden tracking quests that unlock the cosmetics:
- Quest ID: 82117 - Blue Paint
- Quest ID: 82189 - Red Paint
- Quest ID: 82192 - Alliance Decal
- Quest ID: 82194 - Horde Decal

I have the achievement but can't find the customisations anywhere-- not in the rostrum, my mailbox, or at the vendors. Not sure if I'm just missing something or if the rewards themselves failed to come in.
Just logged in for the first time since July and got this achievement while logging in. Haven't participated in any event and haven't even logged in during 11.2 prior to receiving it
