With Flying Colors

The colours and decals you get from this don't need to be purchased from a vendor. They just show up in your customization options once you get the achievement. Some people are saying it's not showing up for them, however.

It seems to be bugged for anyone who was online when the event completed. We got the achievement but it never triggered completing the hidden tracking quests that unlock the cosmetics:

I was online when this popped, didnt get the reward. My wife logged in who never does delves, she got the achievement and the reward works. Wtf Blizzard. I submitted a bug report but I dont expect anything to come of it
