As of right now, it isn't possible to get credit for the Stranglethorn Vale section of the achievement. There are EXACTLY 60 Non-MoP zones, so it's impossible to get this one without the expansion.

Desolace does not seem to be included, for some reason.
Since Stranglethorn Vale was broken up into Northern and Southern, effectively making the old Stranglethorn Vale no longer exist, you can't finish this achievement. Looks like the dev who put this ach together forgot this happened in Cataclysm.
EDIT: I now have the achievement, though STV is shown as uncredited... for obvious reasons.
