I don't think it will be just a cameo appearance. I'm confident that with all of the updating they've done to the assets for Uther's tomb, Uther as an NPC, and now Arthas being added as an NPC with build 26629, that during BFA, we will get "Caverns of Time: Fall of Lordaeron" as a new dungeon, where we see the original fall of Lordaeron, to act as a parallel to the Battle for Lordaeron that we experience moving into BFA.
