If you have Chef’s orders to buy something for the Community Feast from Arvik, you’ll find him at the anvil. As Paxford says he’s at coords 12.9, 48.8. The tiny frozen [spell=386418] are nearby on the ground at the small forge that looks like a hot cooking pot, if you need those as an ingredient.
