This mob isn't a rare, he's a quest mob for the Druid Order Hall quest, Idol of the Wilds.
He's in a cave at 67.6, 75.9, with the entrance being surrounded by large, green roots. Or, on the N in Moonclaw Vale when you're looking at the map.
If you're not a druid, or not doing this quest, and you kill him, he will not drop any loot.
