The game data tunes Lady Rivantas for level 45, Legion content.
The map marks it with vignette 1,691, which the client hides once hidden tracking quest 44675 is complete. In game, /run print(C_QuestLog.IsQuestFlaggedCompleted(44675)) prints true when that quest is flagged for your character.
