Those are called elemental ascendants. Shamans can temporarily become like them with the Ascendance spell. This model is based on those but slightly different, especially with the darkened effect on the model I think this guy is related to the void.
I remember this model from Bastion of Twilight, what is the actual mob/creature type named?
