If you want to invoke this rare, you have to go east of Skyhorn, in a cave with kobolds, there is an area with candles, thou must turn them off to invoke this rare

[quest=40414] is at 54.4, 41.2 in Highmountain. You have to go East from Skyhorn down the mountain, you'll find an area with cobolds and Candl Rock cave (55.2, 44.3), Devouring Darkness is inside the cave, there is an area with 5 candles, turning them off will spawn rare.
He's a part of Adventurer of Highmountain achievement, has a chance to drop [item=131780], [item=138839].
