Postmaster Malown sends Undead Postmen after any who disturb a postbox. After three disturbances, the Postmaster himself arrives to address the issue.

Bring the letter you find on the right at the Slaughterhouse, or near the Ziggurat, to the mailbox where Magistrate Barthilas once stood.

Malown will spawn.
You get 3 attempts to beat him each week.

To spawn him you must loot a letter on the ground and take it to the mailbox near the gate to slaughter square.

Possible locations of the letter are (source: Xu-Fu's Pet Battle Strategies):

Check Xu-Fu for a map of these spawn locations. Be aware the letter is fairly small and can spawn on the ground and behind boxes, lamp posts, etc.

If you click on the mailbox before finding the letter, just return to the mailbox after you find it. When I approached, he did not spawn right away, but when I turned around to backtrack through the dungeon he spawned a few yards in front of it.
