TheWoWDBLooks like he got removed on the Dec 6th Maint reset. Checked both Horde and Alliance and low and high toons and don't see them anymore. Still had some dust to spend. Oh well.

Storm Hunter William and Storm Hunter William can NOW (after Pre-Patch 10.0.0.0) be found inside the Sapphire Enclave in Valdrakken.
But... sadly... they no longer Sell anything!Maybe it's time to Destroy all the [item=199211]? 😞
/way #2112 38.56 37.79 Storm Huntress Suhrakka
/way #2112 38.65 37.59 The Storm Hunter William
After the event, along with Stormchaser Suhrakka from the Horde, he moved to Valdrakken and they stand nearby, in The Sapphire Enclave (38.5, 37.5).
But they don't sell anything anymore.
