TheWoWDBLooks like he got removed on the Dec 6th Maint reset. Checked both Horde and Alliance and low and high toons and don't see them anymore. Still had some dust to spend. Oh well.

After the event, along with Stormchaser Suhrakka from the Horde, he moved to Valdrakken and they stand nearby, in The Sapphire Enclave (38.5, 37.5).
But they don't sell anything anymore.
