TheWoWDBSyaith appears in the Broken Shore during a world quest by the Illidari by Deliverance Point, where you need to enter the Demonic Portal and accomplish class specific objectives. She was standing next to the portal, and if you have Inscription and speak to her, she will suggest a kiss.
Do a /kiss emote at her and you will automatically learn the Glyph of the Shadow Succubus.
