I think it's worth noting that this particular Thrall (at least, I'm sure it's this one. With the sheer amount of Thralls around I wouldn't be surprised if I was wrong) is a solid object. Normally you'd be able to walk right through an NPC, but Thrall here doesn't seem to stand for it. He almost functions like a piece of scenery. Big, hunky scenery...
After you witness your Garrison being built using the Master Surveyor for the quest Establish Your Garrison, he appears to go back to normal.
