For any poor soul who is trying to figure out how to get flying in BFA, you may end up trying to complete old quest lines for Battle for Azeroth Pathfinder, Part One and Zandalar Forever! for Horde. That will lead you to the The Throne of Zuldazar. You will need to speak with Princess Talanji (center room near the portals next to the war map) and pick up the quest Zuldazar (just pick Zuldazar on the map) to get the quest to go upstairs and speak with her dad, the king (quest name is Trust of a King).
Until you do this, Zul the Prophet is standing next to the king atop the pyramid of The Great Seal in Dazar'alor.
