The jewelcrafting recipes are world drop, require BC reputation or are limited-quantity purchases from Halaa - which most levelling JCs won't won't bother with when they can just cut trainer-taught WotLK-era green gems for 350+ JCing.
Very few people will bother farming the rep to make a level 70 JC-only tank trinket or a 70 Engineer-only helm, so the only use is making Khorium Scopes which sell poorly and would be a fairly expensive way to level engineering (given that Khorium ore is still in demand for engineer mounts etc).
