to speak for tanks: a reason why parry is harder to get on items and "more expensive" compared to dodge is - parry is simply better than dodge as it resets your current swing-timer and makes your current hit starting again but instant - compared to dodge - wich resets your current swing-timer and makes it start from begin - that simply means for a warrior: parry = dmg avoid + making additional dmg to the mob = more aggro, more rage; dodge = dmg avoid + losing dmg to the mob = less aggro, less rage easy to find out yourself with analyzing the combatlog - or check sources like wowiki or satri

The parry rating is getting a 25% boost in patch 2.1, which would make parry equal to dodge. Considering the retaliating sideeffect of parry, I'd say that +8 parry rating will be at least equal, if not superiour to +8 dodge from patch 2.1 and on.
