Deathsilk Cowl seems to be the winner in terms of Tailoring - only requires three bolts of Embersilk Cloth (15 raw cloth) which is the least of any of the Tailoring items of the same ilvl, and no Volatiles. Made 40 and DE'd them, yielding 75 Hypnotic Dust and 23 Lesser Celestial Essence.
