56.2, 37.3 in Bastion is the best place to farm IF YOU ARE LEVEL 60.
If you are still leveling up, though, forget this location. The mobs there don't scale with your level -- they're all level 60, regardless of how low level you are.
A better location is right outside of Aspirant's Rest in the south part of Bastion.
Best of all, the skinnable mobs flock pretty close to the Aspriant's Rest flight point, so you don't have far to go once you've flown in from Oribos.
PSA: This is not a drop, you have to skin to to get it.
