I'm not sure if this Design can still be bought from Kalaen/Tatiana. (I haven't seen them.)
But regardless they can now be learned from Master JC trainers. So Design is no longer needed.
It appears that as of 4.0.1 Hit gems are no longer yellow but blue, it will probably make melee DPS geming much simpler as there was no real blue DPS gems before.
