Received when looting a Pandaria Fireworks along with a handful of fireworks, crafted from 3 High-Explosive Gunpowder which in turn is crafted from Ghost Iron Ore.
There are a total of 5 different schematics looted from the fireworks.

You learn the recipe for crafting Pandaria Fireworks from your Engineering trainer. The craft has no cooldown so you're free to craft as many as you'd like, until you have all the schematics.
All the schematics have a very high chance to drop when opening one of these things so you'll probably get them fairly quickly. The schematics are not bind on pickup so you're free to sell them on the auction house.
However, it seems as if you can only loot the schematic from the fireworks before you've learned it. So once you've learned the corresponding firework you will be unable to loot that schematic from the Pandaria Fireworks again.
I have also noticed that if you have any one of the 5 schematics in your inventory, that same one will not pop when looting a Pandaria Firework. To solve this, put it in the guild bank or mail it to another toon. The method is to create a Pandaria Firework, open it, and if you get one of the schematics, take it out of your inventory before you open the next one. That way you can sell them on the AH, pass them along to one of your other engineering toons, or give them to a friend.
