You are correct; there is no current use for a small dream shard other than to combine 3 to make on large dream shard. The item level will determine whether an enchanter receives a small dream shard or a dream shard upon disenchanting an item. It appears small dream shards are *usually* received by disenchanting blue items--sometimes greens, too--with an item level below 187 (or with a level requirement of 68-77). Blizzard most likely intended the majority of enchanters to not have their skill high enough until level 78 to start using enchanting formulas that contain dream shards. Perhaps
