Drops from the new monthly event at the Darkmoon Faire, the Blight Boar.
As it's a monthly event and drop rate isn't guaranteed these are probably worth something to someone.
EDIT: Actually since these are on the non-rare loot table, you can farm these.
I have obtained this item multiple times and with the 10.0.5 patch have sold all of them for at least 20k-30k each. This is a nice cosmetic for that special toon who wants to look like a rock star band drummer!
