These are the new starting weapon for hunters on the Horde side. I personally think it's awesome to have a pole arm at level 1.
You can see it on another NPCs tauren fighting around starting location.
I logged on a very old level 1 hunter wich had only this weapon equipped, the bow was in the bag as we can only wear either a melee or a ranged weapon, not both at the same time. :)
