It is a green - but the stat's for Eagle & Stamina, not too mention the added 194 spellpower & fast attack speed makes this a fantastic Tankadin Mace!
No, tankadins want a high DPS weapon, not a spellpower weapon anymore. Could be decent for healers, boomkins, ele shamans or shadow priests breaking into Northrend who aren't wearing 70 raid epics though. Before 3.0 or so, this might have been a very nice tankadin mace, but that changed with one of the major content patches.
