Where It Drops
Spectral Hawkstrider drops from Restless Heart, an encounter in the dungeon Windrunner Spire (Midnight). The Adventure Guide lists it only on Mythic. It is one of 11 items in that encounter's loot table. The game files carry no drop chance, so none is shown here.
Born from the grief and wrath of the Windrunner family, the vengeful spirit of a once-proud Ranger-General haunts the halls of its abandoned ancestral home. Only by facing a worthy foe can it be laid to rest and finally know peace.
