evidently, it's broken or whatnot again...I just tried to complete this, having finished all of the other Strat quests, and there's nothing above his head, and no option to talk to him.Edit: Correction from that.. I had only tried him on undead side, through Eastwall gate...the proper turn in for him is in the front of the main entrance in the instance (live side), which does work
I've no idea when this was changed/fixed, but it is now possible to complete this quest, even if one has already done all the other available Stratholme quests.

Description
We will never control the Eastern Plaguelands if we do not control Stratholme. Not only is it a point of incredible strategic importance, it also houses our enemies' leaders - Balnazzar and Lord Aurius Rivendare. Their Risen and Scourge armies threaten to erase all the progress we've made. The Argent Crusade is well-suited to this task. Travel west through Stratholme's main gate and speak with Packmaster Stonebruiser. He will direct you further.
