This quest is still bugged as of 22 October 2015. Turning in the crane to Jorn Skyseer does not auto accept the quest to fight the crane. Instead he just says talk to me again when you have friends, I have tried it in group and everything, no luck. He just will not give you this quest and you can talk to him but he has no dialog options either. so you do 2 steps of the quest with a 1 in 40 drop rate for no reputation and the end chain quest that is supposed to give you the reputation doesn't appear, just avoid this quest and suck up loosing 200 rep a day. :(

Reading the other two comments, I can confirm that this quest appears to be bugged out of existence as of 8.2.5 as well.

At least I got some measure of explanation why I've tried both the crab and the crane by now and not gotten any rep at all for the trouble. :|
