Unsure if it's intended, but currently you can aggro Plague-Ridden Survivors and even do damage to them, and as long as you use the solution on them before they die, it counts. This means you can gather up big groups of them through taunts or weak attacks and then toss the solution.
You can also throw the solution onto mobs that turn hostile the first time, and there's a chance they will become friendly again.
The Cleansing Solution can be picked up from little air freshener bottles, and will remain available for multiple uses (15s CD) unless you leave the WQ area.
