If you can see the quest marker but can't see the quest guy & have done all the prerequisites, go back to the Broken Shore. There is a quest next to the Mage Tower that sends you back to the class hall to speak to Kalec. This then offers you the quests for the rest of the chain.
In remix Kalec didn't have this quest, although the marker showed on the map. I had to go to Broken Shore and see Invoker Threadgold to pick it up, who sent me back to Kalec lol.

The first piece he spoke of was that of fire. He imbued it while investigating the entrance to the Molten Core. However, the power surging through it was too great to control, so he asked Khadgar to take it to Karazhan and see if there were any books on the subject of controlling fire.
