TheWoWDBNPC you have to turn this in to is Field Marshal Teravaine located south of Stoneheart Bunker. He'll have a blue question mark above him. Handing in the orders will spawn a squad of elite troops that immediately heads toward horde base and is good at messing people up. Also gives 5% progress toward the mount.
EDIT: The location is by the ballista. If he's no there, he will respawn ... eventually. I checked back periodically and he was gone for over 15 mins.

If you find Teravaine first, you get the orders from [npc=13447] in the base. Yields no XP, though.
