By far the best place I've found to do this is the unlabeled Warcamp Gromdar (entrance is at 54, 54). It's completely filled with fel orcs, and there's an arena at 48, 56 that has around ten at all times. This combos especially well if you have [spell=162075] - I've completed the quest in a little under two minutes by pulling a huge chunk of the zone and using a two charges of it.

Orcs that drink Gul'dan's poison turn into fel beasts. Soulless savages. Lady Liadrin an' the Blood Knights think maybe there be a way back. They be wantin' samples of blood from freshly turned orcs. Get their blood, {name}! You be findin' fel orcs all over Tanaan, but the Iron Front, the Fel Forge, and the Throne of Kil'jaeden is where you find the most.
