Make sure you are not talking to Krikno by accident. Instead, speak with the Orc child standing next to him named Cutter.
Had the same exact issue. Even after dropping the quest I was not getting credit for talking to the scouts. Ended up disabling all add-ons. That seemed to do the trick.

Description
We have been stopped by these new fel orcs, but we will ultimately prevail. Draka and I did manage to get a full scouting group out into the jungle to gather what else we will have to deal with. You should seek them out, gain a full understanding of what we face here.
