Just kill one of those Humanoid Boars, the item will pop up (it did for me) and you'll be able to start the quest :)

Although I've completed the quest, Mahka isn't able to be interacted with -- the map shows a ? over her, but one the actual screen there isn't one. Has anyone else had this problem, and how did you solve it?
Here is the official response I got from Blizzard when I made a support ticket about the issue.
I am Game Master Endaraal. I hope you're doing well. :)
Thanks for contacting me about this quest bug that you ran into. Your ticket tells me that you can't seem to turn in the quest 'Blood of the Barrens' as the quest NPC doesn't give you the option to complete it. Sorry to hear that - I'm not totally sure what causes this problem, since players don't seem to report it to us very often. :-\
After some investigation, it appears that resetting that quest turn-in NPC can fix the problem, so I've gone ahead and done that. I recommen checking back next time you're online to see if you're able to successfully turn that quest in. Thank you for your patience as I looked into your case!
Please don't hesitate to let us know if you have any further questions or concerns. Take care!
Regards,
Game Master Endaraal

This worked for me when clearing my cache and WTF folders, disabling all add-ons, and loading the game in safe mode did not.Basically, if you are having this issue, open a support ticket, you can even reference mine (US37294578), and let the GMs know that the bug has reoccurred and that you need the NPC reset. It took them about 5 hours to respond to my request on Ysondre-US.
Also, the more reports they get, the quicker they will actually try to fix it. According to Endaraal, they don't get very many reports on this bug, so ticket them as much as you can when you find bugs. ;)
I hope this helps everyone that's stuck here.

What to do
Description
This bright red stone, found clutched in the grasp of a quilboar, has been carefully carved into the likeness of a great boar, with thorny vines sprouting from its back. Its surface is smooth and worn with care. Did the quilboar make this? If you find others, maybe one of the shaman at Firestone Point could tell you more about them.
Where to go
Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.

Where this quest fits
Before this quest
Taken from the storyline's own step order.
- The Disturbed Earth
We are here to monitor the scars of the land, and watch for further signs of instability. While we haven't seen any yet, a cataclysmic aftershock could devastate the Barrens even further. To the northeast, near the chasm, earth elementals rampage out of control.
After this quest
Taken from the storyline's own step order.
- Echoes of Agamaggan
I think the quilboar are being driven by more than just crude desire. Would you help me look into this further? To the west, scattered among the quilboar's settlements and camps, I've noticed boar skulls.
