This quest is part of a series of world quests to celebrate the world event Thousand Boat Bash. After completing the quests, which are all in the Shimmering Expanse and also require some fishing, you'll receive [item=143931].
The boat lasts 7 days and has +330% speed on water. It's activated by a 10 minute buff that will appear whenever you're on water.
